The King's Watcher outfit is awarded manually when Zeptolab considers your efforts to improve the game and the community large and significant.

To be honest I don't understand most costumes, I'd probably own a few legendary (diamond? Whaddya call the high rarity looking ones?) on my account if I didn't delete everything like a moron.
